Unlocking simply removes the restriction networks set on their handsets which make them only work on their network so they are free to be used on any network.
Unlocking a phone simply means removing the lock from a carrier. For example, it would allow you to use a phone that was locked to work only on T-Mobile for use on AT&T. This only refers to GSM phones (phones with a SIM card), so it will not work with Verizon, Sprint, etc.
If you’re talking about Virgin Mobile in the US, then it will not be compatible with any Vodafone handsets since Vodafone is a GSM carrier and Virgin Mobile US is a CDMA one.
