I recently bought a new phone off ebay, that is locked to Virgin mobile. I want to unlock it so i can use it with my t-mobile sim card, but i have not been sent the original virgin sim card with the phone. if i take it to a proper place to get it unlocked, can they still unlock it without the original sim card?

First off, are you UK or US? Both countries have Virgin and Tmobile. If UK it can be done without the original sim, heck in UK VM runs on Tmo’s network.
In the US, No way. Virgin Mobile and Tmobile USA both use different and incompatible technologies. VM USA phones don’t even have sims. Sorry. And they have nothing to with each other’s network over on this side of the pond.
